Can you go inside Fort McHenry?
Where the line is drawn
The Park Service defines the fee area as the star fort and outer battery, designated by a wooden fence. That fence is the whole of the distinction. Outside it you are in a free public park; inside it you are in the part that a ticket pays for. There is no half-measure and no partial view arrangement: you either buy or you look from the grass.
The timing that catches people
The grounds open at 7:00 a.m. between Memorial Day and Labor Day, but the registers do not open until 9:00. Arrive at half past seven wanting the inside and you have a two-hour wait, which is a lovely wait if you like a seawall at dawn and a frustrating one if you have a train to catch. At the other end, last entry is 4:45 p.m. Monday to Friday and 5:45 p.m. at weekends. The star fort, the visitor center, the gift shop and the restrooms all close a quarter of an hour before the park gates.

Keep the receipt. Seven days means a Saturday ticket still works the following Wednesday, which is useful if the weather turns while you are in Baltimore.

What you can book around the visit
The 45-minute Inner Harbor sightseeing cruise names Fort McHenry as a sight and passes it from the water, without stopping or landing. None of it includes entry to the star fort. That is a National Park Service ticket, sold at the gate and nowhere else.
