Worth it against what else?
Set against a day in Baltimore, the fort is a couple of hours and cheap. Set against anything you can book, it is a different category: nothing on a booking platform includes fort admission, so the comparison is really between a free-to-mostly-free park visit and a paid harbour activity you might do as well as, not instead of. The closest thing to a Fort McHenry tour
A 45-minute Inner Harbor sightseeing cruise that names the fort as a sight and passes it from the water. It is rated 4.8 across 251 reviews. None of it includes entry to the star fort. That is a National Park Service ticket, sold at the gate and nowhere else.
